What is LRS, and does a regularised plot equal an approved one?

The Layout Regularisation Scheme lets owners in unauthorised layouts regularise plots for a fee. It is not the same as buying in an approved layout.

LRS brings unapproved and illegal layouts into the planning system after payment of regularisation and open-space charges. Telangana ran schemes in 2015 and 2020, and has offered rebate windows for 2020 applicants since.

What LRS does

  • Regularises an individual plot in an unauthorised layout, if eligible.
  • Collects charges to fund basic facilities.

What LRS does not do

  • It does not regularise government land or prohibited land; 2025 guidelines specifically aim to prevent that.
  • It does not create the roads, open spaces and amenities a properly approved layout would have.
  • It does not fix title defects.

Buying an LRS plot

If you are offered a plot that is “LRS done” or “LRS applied”, verify the regularisation order, check that the land is not prohibited land, and do full title checks.
