HMDA vs DTCP (and FCDA): what the approval tells you, and what it doesn’t

Which authority approves a layout depends on where the land is, and the map changed in March 2025. No approval is a verdict on the plot’s quality.

Around Hyderabad, most plotted layouts are approved by one of two bodies. Which one applies depends on where the land sits, not on the developer’s preference. Understanding the difference helps you ask the right questions, but it does not tell you whether a plot is a good buy.

What each authority is

HMDA, the Hyderabad Metropolitan Development Authority, is the planning authority for the Hyderabad metropolitan region. It grants layout permissions for land within its notified jurisdiction.

DTCP, the Directorate of Town and Country Planning, Telangana, handles planning and layout approvals in areas outside the jurisdiction of development authorities such as HMDA.

Does HMDA approval mean a better plot?

Not by itself. An approval confirms that a layout was permitted under the rules in force. It does not confirm clean title, the developer’s track record, the quality of development works, or a sensible price.

Jurisdiction changed in March 2025

Two government orders issued on 12 March 2025 redrew the map. G.O. 68 extended HMDA’s jurisdiction up to the Regional Ring Road plus a buffer of up to two kilometres, covering about 1,355 revenue villages across 104 mandals and 11 districts. Many villages that were under DTCP are now under HMDA.

G.O. 69 created the Future City Development Authority (FCDA) for 56 revenue villages across seven mandals south of the ORR (Amangal, Ibrahimpatnam, Kadthal, Kandukur, Maheshwaram, Manchal and Yacharam). 36 of those villages moved out of HMDA, and FCDA is now the sole layout-approving authority there.

Check the authority for the village, today

Ask which authority has jurisdiction over the exact village and survey number now, and which authority approved the layout at the time. Approvals issued by HMDA or DTCP in villages that later moved to FCDA may need re-verification. Inside HMDA limits, a gram panchayat cannot approve a plotted layout.

What to verify under either authority

  • Layout permission number and date
  • Whether the approval is draft or final
  • That the approved layout plan matches what is on the ground
  • That your plot number appears in the approved plan
  • That your plot is not among those mortgaged to the authority
  • Land use under the applicable master plan
  • RERA registration, where the project is covered

FAQs

Can a developer choose HMDA or DTCP?

No. The authority depends on the land’s location and the jurisdiction in force.

Is a gram panchayat approval the same as DTCP approval?

Not necessarily. Ask for the specific approval document and verify it with the authority named on it.
