1Overview
Kothur is a town and mandal in Rangareddy district on NH 44, between Shamshabad (the airport area) and Shadnagar on the Bangalore Highway.
Unlike many plot locations, Kothur already has large, operating factories. Procter & Gamble runs one of its biggest Indian sites here, and Johnson & Johnson built a plant at Penjerla village in Kothur mandal.

About distances
A 2014 report placed Penjerla about 60 km from Hyderabad. We will publish measured distances for Kothur town itself.
3Highway connectivity
NH 44 is the direct road link to the airport side of Hyderabad and on to Bengaluru. Factories and plotted layouts both cluster along it.
Highway frontage can carry right-of-way and widening constraints; check the setback for the specific parcel.

5Industrial & economic development
Procter & Gamble: the state allotted P&G 170 acres at Kothur. Its first phase began production in 2014, and a liquid-detergent unit opened in 2022, when the company said its total investment had reached about ₹1,700 crore. At that time P&G was using about 35% of the land, and the site was described as on course to be its largest consumer-care factory in India.
Johnson & Johnson: the foundation stone for J&J’s plant at Penjerla village, Kothur mandal, was laid in 2014, with a reported first-phase investment of ₹400 crore.

Kothur’s factories exist and operate, which is not true of many “upcoming” hubs in plot advertising. That still does not predict plot prices.

What typically differs between layouts here:
- Approving authority and approval stage (draft or final).
- Distance from the highway and the quality and ownership of the approach road.
- Internal road widths and completed development works.
- RERA registration status.
- Whether the parcel is in a residential or industrial land-use zone.
8HMDA, DTCP & regulatory considerations
In March 2025 the state extended HMDA’s jurisdiction up to the Regional Ring Road plus a buffer of up to two kilometres (G.O. 68): about 1,355 revenue villages across 104 mandals and 11 districts. Land that was outside HMDA before March 2025 may be inside it now.
Inside HMDA limits, a gram panchayat cannot approve a plotted layout. A layout sold as “panchayat approved” or “HMDA approved” without a verifiable Layout Permission (LP) number is a red flag.
Check the current jurisdiction for the exact village before relying on an approval claim. See HMDA vs DTCP.
- Which authority holds jurisdiction over the exact village and survey number today, and which approved the layout at the time
- Layout Permission number, date, and whether the approval is draft or final
- Your plot number on the approved plan, and that it is not mortgaged to the authority
- Land-use zone of the parcel under the applicable master plan
- RERA registration where applicable
- Conversion of agricultural land for non-agricultural use
9Risks & things buyers should verify
- Verify the approval claim with the issuing authority, not the brochure.
- Check for lakes, streams and their full tank level (FTL) or buffer zones nearby.
- Have a lawyer trace the title chain and check the encumbrance certificate.
- Confirm who owns and maintains the approach road.
- Measure real travel times yourself; advertised distances are often optimistic.
- Check the master-plan land-use zone: land near factories may be zoned industrial, where residential construction is restricted.
- Check the distance from factory boundaries, effluent channels and heavy-vehicle routes.
